My understanding was that making terrorist threats was a serious crime. It is hard for me to understand how these crimes don't even seem to be investigated at all.

It is 2021, and it is rather technically challenging to make a 100% anonymous phone call. With a bit of investigative legwork (and remember that the people making those calls are threatening to kill people) you should be able to identify who and where those calls were being made. Even if it wasn't enough for a conviction, having law enforcement officers come speak to them about their activities will likely deter future actions of that kind.

I missed this in the most recent Methow Valley News 911 blotter:

At 8:10 a.m. on Nov. 13, a threat was reported regarding a COVID-19 vaccination event for children held at Liberty Bell High School. Police escorted AeroMethow personnel to the location after they reported someone called them the previous day and said “the ambulance transporting the vaccine was not going to make it,” according to 911 reports.
