I think there are some intermediate steps but that is basically where we'll end up.

A Federal Judge can deputize local law enforcement (say the DC Metro Police) to enforce court orders and contempt citations. They could also go to state courts to seize assets of people found in contempt.

It isn't going to be a stable situation if the Republican Administration is flouting court orders and expects everyone else to comply with them.
